
What is EULEX?
Introduction:
The European Union Rule of Law Mission in Kosovo (EULEX) is the largest civilian mission ever launched under the European Security and Defence Policy (ESDP). The central aim is to assist and support the Kosovo authorities in the rule of law area, specifically in the police, judiciary and customs areas. The mission is not in Kosovo to govern or rule. It is a technical mission which will monitor, mentor and advise whilst retaining a number of limited executive powers. EULEX works under the general framework of United Nations Security Resolution 1244 and has a unified chain of command to Brussels

Final staff target: around 3,000 (1,900 international, 1,100 local)
Budget: 205 million Euros for the first 16 months
Head of Mission: Yves de Kermabon
Headquarters: Prishtinë/Priština, Kosovo
Contributing states: all EU member states as well as Norway, Switzerland, Turkey, Croatia, the US and Canada. Others could join
Mission Statement:
The ESDP mission will assist the Kosovo authorities, judicial authorities and law enforcement agencies in their progress towards sustainability and accountability. It will further develop and strengthen an independent and multi-ethnic justice system and a multi-ethnic police and customs service, ensuring that these institutions are free from political interference and adhering to internationally recognised standards and European best practices. The mission, in full co-operation with the European Commission Assistance Programmes, will implement its mandate through monitoring, mentoring and advising, while retaining certain executive responsibilities.


Drejtori për Ballkanin i GNK, Marko Prelec thotë se përgjegjësinë për situatën e porsakrijuar duhet kërkuar edhe në anën e EULEX-it edhe në anën e Prishtinës, sepse sipas tij, kanë vepruar shumë keq në situatën rreth nënshkrimit të protokollit për bashkëpunimit policor të Serbisë dhe EULEX-it. Aty është edhe pala e tretë, Beogradi, i cili përfaqëson pozicionet e tij, ndërsa BE-ja në situatën konkrete ishte "tepër e ndieshme ndaj interasave serbe", thotë Prelec për "Deutsche Ëelle".
